Regarding AFML by Marcos de Prado, does anyone actually use meta-labeling or even event-based down sampling? I haven't seen much content on applying this in workflows. Even triple barrier labeling isn't really talked about. Why?

Efficacy of the approach has been widely debated, many practitioners violently reject its utility, like anything else it has a place in theory and is a tool in the toolbox imo/ime
